Perhaps Ali is just too used to how humans can be when it comes to riches, because in the end humans always looked out for themselves. An action might benefit the group, but individual members of said group are more inclined to go along with it if they get a benefit themselves. And indeed, those with power do try to get on Ali's good side to get special access to the kingdom's funds. Not once has Ali ever cracked, but those conversations never escape his notice.
